Utah Valley University report details security failures in Charlie Kirk assassination
An independent after-action report released by Utah Valley University (UVU) has detailed significant security failures leading up to the September 10, 2025, assassination of Turning Point USA founder Charlie Kirk. The 158-page review, conducted by the Lake Forest Group, found that the university failed to conduct a formal security assessment, lacked a written event action plan, and applied its own safety policies inconsistently.
Investigators noted that while university officials expressed concerns about the outdoor courtyard venue, Turning Point USA representatives insisted on the location because the organization was familiar with the space. The report highlighted that the decision to hold the event outdoors created significant protective challenges, as Kirk was ultimately killed by a sniper positioned on a rooftop more than 400 feet away. Additionally, no university police officers were specifically assigned to monitor campus surveillance cameras during the event.
The review concluded that no university employees acted in bad faith or with willful disregard for safety, but it identified critical gaps in coordination with private security and external law enforcement. Tyler Robinson, who has pleaded not guilty to aggravated murder, is accused of the killing. Meanwhile, the Kirk family has issued a wrongful death notice to Utah officials, alleging reckless decision-making by the university.
