University of the Philippines proposes AI to manage public libraries

Researchers at the University of the Philippines have proposed using artificial intelligence and machine learning to modernize the nation’s public library system. A policy brief from the UP Center for Integrative and Development Studies suggests that AI could be used to identify libraries at risk of closure and help the government direct funding toward areas with the greatest need.

The study highlights that only approximately 30 percent of registered libraries in the Philippines are currently operational, citing inadequate resources, limited technological skills, and poor internet connectivity as primary obstacles. The researchers utilized four machine-learning models to analyze data from the 2025 National Library Directory, finding that the Gradient Boosting model provided the highest accuracy in classifying library status.

The proposal calls for updates to Republic Act No. 7743 to address regional disparities, noting that while areas like the National Capital Region remain relatively stable, regions such as BARMM and Caraga face low operational capacity. The researchers recommend implementing a National AI-Enabled Library Monitoring System to improve oversight and intervention.
