UN Security Council debates Kosovo security and UNMIK mandate

The United Nations Security Council held a session to discuss the six-month report from UNMIK covering the period from March 16 to September 15, 2026. While the report noted that the overall security situation in Kosovo remained stable, it highlighted increased tensions between central authorities and local self-governments, particularly in northern Kosovo. Key issues identified include the closure of Serbian-run institutions, property destruction, and challenges regarding the reintegration of Serbian judges and prosecutors.

During the debate, Kosovo’s Foreign Minister Glauk Konjufca criticized the UNMIK report as selective and accused Serbia of using the UN platform for political purposes. He emphasized Kosovo’s democratic progress and called for accountability regarding the Banjska attack. Conversely, Serbian Foreign Minister Marko Đurić argued that the absence of conflict does not equate to true security, noting that the Serbian community faces uncertainty regarding their future in the region.

International representatives expressed varying stances. France called for accountability for the Banjska attack and urged both sides to implement the Brussels and Ohrid agreements. Denmark emphasized the need for the establishment of the Association of Serb Municipalities and urged Serbia not to oppose Kosovo’s international membership. Meanwhile, the United States reiterated calls for the closure of UNMIK, arguing that Kosovo has fundamentally changed since 1999.
