UP-RERA implements digital filing for professional certificates
The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) is transitioning from uploading separate PDF certificates to a structured digital filing system for professional certificates and Quarterly Progress Reports (QPR). This change is part of the migration to the UP-RERA 2.0 Portal.
Under the new process, promoters initiate a digital submission that generates a web link for technical professionals. The certificates must be filed in a specific sequence: the architect submits REG-1, followed by the engineer with REG-2, and finally the chartered accountant with REG-3. All submissions require a Digital Signature Certificate (DSC) for validation, and core project details are auto-filled across the forms to ensure consistency.
UP-RERA emphasized that data must remain consistent with previous filings, noting that discrepancies in activity dates, estimated costs, or books of account could cause delays. Architects are instructed to certify progress based on physical site inspections. The move to structured, auto-validated data is intended to improve real-time monitoring of project progress, fund utilization, and overall transparency.
