UPAV scandal: alleged embezzlement and unpaid faculty wages

Former Veracruz education secretary Zenyazen Escobar García is accused of overseeing the embezzlement of millions of public funds at the Universidad Popular Autónoma de Veracruz (UPAV). Representatives of the teachers’ union say the alleged fraud occurred during ex‑governor Cuitláhuac García Jiménez’s term, citing irregular contracts, nepotism and the sale of teaching positions. They demand a thorough investigation and accountability for the missing resources.

Advisors at UPAV have also reported that they have not received payment for two teaching periods covering the first eight months of the year, affecting staff at more than 30 campuses across Veracruz, Boca del Río, and Medellín. The unpaid wages total around 22,300 pesos per advisor, forcing many classes to continue virtually. The educators have appealed to Governor Rocío Nahle García, UPAV rector Omega Rosales and finance secretary Miguel Reyes Hernández to resolve the payment delays.
