UPAV used future student tuition to guarantee 42.7 million peso debt

An audit by the Órgano de Fiscalización Superior del Estado de Veracruz (ORFIS) revealed that the Universidad Popular Autónoma de Veracruz (UPAV) used future student tuition fees as a guarantee to settle a debt of 42.7 million pesos.

The debt, which covers payments to coordinators, collaborators, and advisors, was managed through an addendum signed in January 2025 with the Fundación para la Educación, Salud y Recuperación del Medio Ambiente EDAL, A. C. ORFIS noted that this 42.7 million peso obligation was not recorded in the university's financial statements as of December 31, 2025, leading to accusations of opacity and a lack of veracity in financial reporting.
