UPCN union decries delays in Argentine public sector recategorizations

The Unión del Personal Civil de la Nación (UPCN) has lodged a strong complaint against provincial authorities for the prolonged postponement of public‑sector recategorizations in Argentina. Secretary Adjunct Carina Domínguez told a press briefing that, despite assurances given during the drafting of the 2026 Instruction – where the union participated in every discussion stage – the process has stalled, with only a few cases from the first phase completed.

Domínguez highlighted contradictions between the government’s promise of a digital, rapid procedure and the current reliance on paper files. She noted the absence of any meeting to resolve the impediments and pointed to specific agencies with the greatest backlogs, including the Caja de Jubilaciones y Pensiones, the Consejo General de Educación (CGE), and the Consejo Provincial del Niño, Adolescente y la Familia (Copnaf). The union stressed that the failure to accelerate recategorizations breaches a May agreement and fuels frustration among public workers.

The UPCN called the situation a sign of “state indifference” and demanded urgent action to unblock the process.
