Upstage integrates Solar Pro 4 into South Korean government AI infrastructure

Upstage has officially launched its large language model, Solar Pro 4, as part of the pan-government AI common infrastructure. This specialized administrative network, provided by the Ministry of the Interior and Safety and the Ministry of Science and ICT, offers AI models, data, and development environments to central government agencies and local municipalities.

The service is delivered through Samsung SDS’s AI platform, FabriX. To ensure security, the model operates within an infrastructure that has passed security reviews by the National Intelligence Service, preventing internal administrative data from being transmitted externally. Because the common infrastructure centrally manages the necessary Graphics Processing Units (GPUs), government agencies can access the model via chat interfaces or APIs without purchasing or leasing separate hardware.

Solar Pro 4 is designed to support various administrative tasks, including reviewing whether proposed ordinances conflict with higher laws, drafting responses to civil petitions, creating report drafts from meeting notes, and summarizing long policy documents. Upstage aims to expand the public sector AI ecosystem by leveraging its domestic foundation model technology.
