Urban development projects face legal and environmental challenges in France
In Saint-Malo, a judge from the Rennes administrative court has suspended the revision of the local urban plan (PLU) for the La Houssaye sector. The decision halts the construction of 340 new housing units due to concerns regarding potable water shortages and the insufficient capacity of the local wastewater treatment plant to handle new effluents.
In Sevran, the future of the Terre d’Avenir urban development zone (ZAC) is being contested. Following the refusal of an environmental authorization, five ecological associations are seeking to annul the project to preserve the agricultural lands of the Montceleux plain. While the Mayor of Sevran, Stéphane Blanchet, aims to balance the need for housing with the preservation of green spaces, the dispute centers on the 32 hectares of farmland currently under contention.
