Urban flood prevention standards face scrutiny amid extreme rainfall
Following heavy rainfall in Kaohsiung on August 23, legislator Lin Dai-hua has called for a comprehensive review of urban and regional drainage standards. She argued that current designs are failing to keep pace with population growth, urban development, and climate change. Lin proposed a tiered flood prevention system that adjusts standards based on population density, economic output, and the importance of infrastructure, rather than applying a uniform logic across all regions.
To address limited urban land, Lin suggested adopting international models like Japan’s underground storage facilities and tunnels. This aligns with a global shift in water management strategies. Countries such as the Netherlands are implementing long-term resilience plans through the Delta Programme, while the United Kingdom’s Thames Estuary 2100 plan uses adaptive pathways to prepare for sea-level rises over the next century.
In Singapore, authorities utilize a multi-layered approach—source, path, and receptor—to intercept storm runoff through buildings, green spaces, and underground reservoirs. As extreme weather events become more frequent, experts suggest that effective flood management must move beyond immediate drainage toward long-term planning that accounts for climate projections through 2050 and 2100.
