Urban infrastructure and maintenance disputes in Quito and Callao

In Quito, Ecuador, the Metropolitan Council is debating an ordinance for a road expansion project near Bicentenario Park. The proposal involves extending the Amazonas, Real Audiencia, and Rafael Aulestia avenues. Critics argue the project lacks rigorous studies and citizen dialogue, warning it could create traffic bottlenecks at Galo Plaza Avenue. Environmental concerns have been raised regarding the potential loss of over five hectares of vegetation, including a decade-old native grove and mature trees, which could impact local biodiversity and air quality.

In Callao, Peru, residents have announced a protest at the Ministry of Transport and Communications (MTC) due to delays in road maintenance. Although the MTC announced in May 2026 that Provías Nacional would maintain approximately 3.5 kilometers of the Ferroles and Centenario avenues with a budget of over S/ 550,000, work has not yet begun. Despite the Callao Provincial Municipality submitting the necessary documentation in July to formalize a cooperation agreement, no definitive schedule for the 45-day project has been provided.
