Urban planning and building management reforms discussed in Montenegro and Bosnia
In Montenegro, officials at the Montenegro Real Estate Forum discussed the implementation of an e-permit system designed to accelerate urban planning and construction permit procedures. Gavrilo Vuković, Secretary of the Secretariat for Spatial Planning and Sustainable Development of Podgorica, expects the electronic system to begin operating early next year to reduce administrative delays. The initiative follows the adoption of three new laws regarding planning, construction, and urbanization.
Marina Izgarević Pavićević, State Secretary at the Ministry of Spatial Planning, Urbanism and State Property, noted that the process for issuing urban-technical conditions and construction permits will be unified between the Ministry and local self-government units as a primary step in digitalization.
In Bosnia and Herzegovina, the Sarajevo Canton government faces delays in adopting a draft Law on the Management of Common Parts of Buildings. Proposed in January, the legislation aims to regulate the maintenance of shared spaces, define the responsibilities of owners, managers, and municipalities, and establish penalties for non-compliance. Residents continue to face unresolved issues regarding building maintenance, such as malfunctioning elevators and leaking roofs, while the law remains pending.
