Urban tree planting strategies show mixed cooling benefits across cities

Research measuring street conditions in Melbourne, Munich and Hong Kong found that layered vegetation—combining trees, shrubs and ground cover—generally reduced radiant heat more effectively than trees alone, though results varied with local climate, humidity and airflow. In Melbourne, street trees cut radiant heat by more than 18 °C, while Munich saw up to an 8 °C reduction with layered planting. Hong Kong’s humid environment produced mixed outcomes, with dense foliage sometimes increasing perceived stickiness.

In Winnipeg, the municipal government has intensified its urban‑forest program, raising annual spending to over $17 million and planting more than 6,000 public trees per year since 2023. The strategy aims to expand canopy cover from 17 % to 24 % by 2065, but trees must survive heat waves, droughts, pests and disease, requiring two‑year maintenance periods and coordinated effort among city staff, developers and volunteers.
