Urduliz declared a stressed housing market zone by Basque Government

The Basque Government has officially declared the municipality of Urduliz a stressed housing market zone following a request from the local City Council. This designation, made under the Law on the Right to Housing, recognizes significant difficulties in accessing affordable housing.

The declaration allows for the implementation of measures to make the rental market more accessible, including the potential to set limits on the initial rent for new contracts, subject to specific legal conditions. These measures will not automatically apply to all contracts or existing rental agreements, but will follow established legal procedures.

Under this regulation, a ‘large holder’ is defined as any individual or legal entity owning five or more residential properties in the municipality, excluding certain categories such as garages, storage rooms, and certain public properties. The declaration is initially valid for three years and can be extended annually if the conditions justifying the status persist.
