European Commission proposes Transport Union and 50 billion euro investment

European Commission President Ursula von der Leyen has called for the establishment of a European Transport Union to enhance the continent's connectivity, competitiveness, and resilience. Speaking at the Connecting Europe Days 2026, she proposed doubling transport infrastructure investment to over 50 billion euros in the upcoming long-term EU budget.

A central goal of this initiative is the completion of the Trans-European Transport Network (TEN-T), which includes rail, roads, and waterways. Successful implementation of TEN-T is estimated to potentially increase the EU's GDP by 2.4 percent by 2050. Key projects highlighted include a high-speed rail link between Lisbon and Madrid, which is projected to reduce travel time to five hours by 2030 and three hours by 2034.

To achieve these goals, officials emphasize the need to simplify administrative procedures. Currently, rail infrastructure projects can face delays of eight to fifteen years due to complex authorization processes. The CER notes that such administrative inefficiencies, termed 'administrative poverty,' could cost approximately 1.1 billion euros between 2018 and 2030. Additionally, new infrastructure must be designed to withstand the increasing impacts of climate change, such as floods and extreme droughts.
