In her annual State of the Union address, European Commission President Ursula von der Leyen outlined a vision for a more independent and secure Europe. A central proposal is the creation of a new European security council that would include the EU, Canada, Norway, the United Kingdom, and Ukraine to address hybrid threats such as cyberattacks and sabotage.

Von der Leyen also proposed developing a security mechanism modeled after NATO’s Article 4, allowing member states to request consultations if their security is threatened. Regarding international relations, she expressed the desire to elevate ties with Canada to the highest level, potentially making it the EU’s first associated member.

On domestic and social policy, the Commission proposed a ban on social media for children under 13 and restricted access for those under 15. Additionally, von der Leyen announced that a Quality Jobs Act will be introduced before the end of the year to bolster Europe’s skills supply. While some European lawmakers criticized the speech as lacking depth on immigration and the environment, others noted the strong emphasis on European independence and climate issues.
