European Commission President Ursula von der Leyen has proposed a new security architecture for Europe during her State of the Union address. The plan centers on the creation of a European Security Council, a political format designed to include EU member states alongside key partners such as Canada, the United Kingdom, Norway, and Ukraine.

To address rising hybrid threats—including cyberattacks, sabotage, and drone incursions—von der Leyen also proposed an emergency security protocol. This mechanism is intended to function as a European equivalent to NATO's Article 4, allowing for rapid coordination and collective response to incidents that fall below the threshold of conventional military aggression.

While some officials have called the visionary move a necessary step toward institutional readiness, the proposals have met with caution. NATO officials expressed concerns regarding the potential duplication of existing security functions and the lack of prior official consultation. Additionally, von der Leyen suggested exploring associate membership for Canada to deepen cooperation in defense, technology, and energy security.
