Uruapan Mayor Grecia Quiroz under investigation in Carlos Manzo murder case

The Michoacán Prosecutor's Office has opened a new line of investigation into Grecia Quiroz, the current acting mayor of Uruapan, regarding her potential links to Samuel García Rivero. García Rivero, a former municipal official, is accused of providing sensitive information about the movements and agenda of the late mayor, Carlos Manzo, to the Jalisco New Generation Cartel (CJNG) prior to his murder on November 1, 2025.

The investigation was prompted by an expanded statement from Yesenia Méndez Rodríguez, Carlos Manzo's former private secretary. Méndez alleged that García Rivero was hired by the City Council upon Quiroz's recommendation and that the two maintained a close relationship, even continuing to communicate after the murder.

Grecia Quiroz has denied these allegations, stating she did not personally propose García Rivero's employment and that he was introduced to the administration through other political channels. She has also challenged the credibility of the accusations, questioning the timing of the testimony. Meanwhile, Juan Manzo Rodríguez, the brother of the deceased mayor, has formally requested that the Attorney General's Office (FGR) take over the case, citing concerns over the potential alteration of the crime scene and the handling of evidence by local officials.
