Honduras plans maximum-security prisons and criminal justice reforms

Honduras is considering significant legislative and infrastructural changes to combat organized crime, drawing inspiration from El Salvador’s security model. The National Congress is evaluating the construction of a new maximum-security prison in Naco, Santa Bárbara, with a projected capacity of 6,000 to 10,000 inmates. Officials have suggested implementing strict regimes, including restricted communications and limited visitation, to neutralize gang influence.

Legislative discussions are also focused on criminal justice reforms. These include reviewing the age of criminal responsibility for minors, potentially allowing adolescents involved in terrorist organizations to be prosecuted as adults, and increasing penalties for adults who recruit children. Additionally, a proposal has been introduced to treat gang-related tattoos as evidence for terrorism charges.

In tandem with these policy shifts, the National Police have intensified operations under a 70-day anti-crime plan, resulting in the arrest of 45 individuals for alleged terrorist association. While authorities aim to reduce extortion and homicide rates, human rights groups have raised concerns regarding prison overcrowding and the capacity of the current penitentiary system to accommodate the influx of new detainees.
