Uruguay initiates metropolitan planning review after 15 years

Uruguay’s Ministry of Housing and Territorial Planning (MVOT) has launched a review of metropolitan planning, the first such process in 15 years. Led by the National Directorate of Territorial Planning (DINOT), the initiative aims to address contemporary challenges by establishing common criteria for metropolitan territory management.

The update focuses on four strategic pillars: green infrastructure, mobility, metropolitan rurality, and governance. By collaborating with the Ministry of Environment and local intendancies, the process seeks to move beyond strictly departmental views to recognize territorial continuities that cross administrative boundaries. Initial workshops are prioritizing environmental aspects, such as identifying parks, public natural spaces, and conservation areas.
