Uruguay paper manufacturers seek specific waste regulations
Paper and cardboard manufacturers in Uruguay are requesting specific regulations from the Ministry of Environment to manage their packaging recovery. The industry warns that the current costs associated with ‘Plan Vale’—a program designed to ensure producers finance and organize the recovery of materials like plastic, metal, glass, and cardboard—could jeopardize several businesses.
Paul Morgan, president of the Association of Paper Manufacturers, presented the case to Parliament, arguing that existing rules treat materials with vastly different realities under the same category. He noted that the sector already maintains established collection and recycling circuits, valorizing approximately 60,000 tons of cardboard annually.
While the Plan Vale program has begun implementation in Salto with green containers and training, the Ministry of Environment has stated it is not currently evaluating the request for a separate regulatory framework but will meet with the sector to discuss the matter.
