Uruguay reports 31.3% subjective poverty rate
Data from Uruguay’s National Institute of Statistics (INE) reveals a significant gap between official poverty metrics and public perception. While the official poverty rate for 2025 is recorded at 16.6%, a subjective measurement from the Continuous Household Survey indicates that 31.3% of Uruguayans perceive themselves as poor.
Marcelo Bisogno, the technical director of the INE, noted that the subjective figure includes a 20.7% segment of the population that does not meet official income-based poverty criteria but still feels poor. Only 10.5% of the population falls into both categories, being officially poor and perceiving themselves as such. Bisogno suggested the survey methodology for subjective poverty could be improved.
Separately, Minister of Economy and Finance Gabriel Oddone highlighted the severity of child poverty, stating that one-third of children in the country live in poverty. Oddone emphasized the need for increased investment in child welfare and security, including the creation of 300 new police positions, to maintain social stability and attract investment.
