U.S. ACA premiums set to surge as Sudan faces looming humanitarian crisis

Analysis by the Paragon Health Institute projects that individual plans on the Affordable Care Act exchanges will rise about 14 % in 2027, with the average premium increase costing roughly $5,898 per enrollee since 2014. As of 2025, 93 % of exchange enrollees receive advance subsidies, and federal taxpayers are covering about 90 % of the premium growth. The Congressional Budget Office now estimates subsidy spending will reach $93 billion in 2027, up from $55 billion projected in 2021.

In Sudan, the Rapid Support Forces have massed around the strategic city of El Obeid, encircling the area and intensifying attacks that have left about 600,000 residents with severe shortages of food, water and medicine. The United Nations High Commissioner for Human Rights, Volker Türk, warned that the situation constitutes another human‑rights catastrophe, underscoring the broader humanitarian emergency in the country.
