US administration expands ICE infrastructure and funding

The Trump administration is significantly expanding the infrastructure of Immigration and Customs Enforcement (ICE) through substantial federal funding. Under a 2025 tax and spending law, ICE has been allocated $45 billion for detention capacity and over $29 billion for hiring, training, technology, and enforcement functions through 2029.

National Security Presidential Memorandum 7 aims to counter domestic terrorism and organized political violence. However, critics argue the memorandum expands the definition of security threats to include ideological movements such as anti-capitalism and anti-Americanism.

Data analyzed by the Guardian indicates that during most of 2025, only 23 percent of individuals placed in deportation proceedings had prior criminal convictions, with nearly half of those involving traffic or immigration offenses rather than violent crimes.
