US administration restricts international student internship authorizations
The Trump administration has issued a federal memorandum aimed at restricting Curricular Practical Training (CPT) work authorizations for international students. The Student and Exchange Visitor Program (SEVP), a division of U.S. Immigration and Customs Enforcement (ICE), reported an increase in CPT authorizations that appear to violate regulatory requirements, which mandate that such training must be an integral part of an established academic curriculum.
The administration warned that universities failing to comply with these SEVP regulations could lose their certification to enroll foreign students. In response to the guidance, several major institutions, including the University of California, Los Angeles (UCLA) and the University of California, Berkeley, have paused certain CPT applications. UC Berkeley noted that the August 24 memo is more restrictive and direct than previous guidance, though the university will continue to process CPT related to degree requirements and research for doctoral and master’s theses.
Purdue University also announced it will only approve CPT when the internship is a mandatory component of a student's degree. While the Department of Homeland Security stated that the underlying regulations have not changed, the administration emphasized that misuse of the system will no longer be tolerated.
