U.S. advances seabed mining lease proposal near Northern Mariana Islands

The U.S. Marine Minerals Administration (MMA) has published a Proposed Leasing Notice for potential offshore critical mineral lease sales near the Commonwealth of the Northern Mariana Islands (CNMI). This move is part of a broader federal effort to develop seabed mineral resources in U.S. waters to bolster national security and economic sovereignty.

The proposed leases would target offshore blocks believed to contain essential minerals such as manganese, nickel, cobalt, and copper, which are vital for defense systems and battery technology. The MMA has completed an Environmental Assessment to examine the potential impacts of these commercial leases.

The proposal has met with both interest in resource development and opposition from environmental and Indigenous groups. Critics and scholars have raised concerns regarding climate justice and the impact of deep-sea extraction on the Pacific ecosystem and Indigenous Pacific Islander communities.
