US AI chip restrictions tied to China rare-earth magnet trade

The United States' ability to regulate artificial intelligence development is increasingly tied to industrial supply chains and trade negotiations with China. Following a period in May 2025 where Ford halted Explorer production in Chicago due to Chinese restrictions on rare-earth magnets, Washington reversed its own April restriction on Nvidia’s H20 AI chips to China. Commerce Secretary Howard Lutnick confirmed this connection, stating, “We put that in the trade deal with the magnets.”

This exchange highlights a tension between AI safety goals and economic stability. While leaders like Anthropic CEO Dario Amodei have advocated for pacing AI advances to allow safety measures to catch up, such a strategy relies on the U.S. maintaining a technological lead through chip and equipment restrictions. However, the ability to maintain these restrictions is vulnerable to retaliatory measures from Beijing regarding essential industrial materials, making industrial resilience a critical component of national AI policy.
