White House AI Energy Pledge Targets U.S. Utilities

The White House is preparing an event, expected within weeks, to bring electric utilities, data‑center builders and state governors together for a voluntary pledge. The pledge aims to ensure that the rapid growth in electricity demand from artificial‑intelligence workloads does not lead to higher household electricity bills. Earlier this year, Amazon, Google, Meta, Microsoft, OpenAI, Oracle and xAI signed a “Ratepayer Protection Pledge” committing to fund the power generation and grid upgrades their AI projects require rather than passing those costs to existing utility customers. The new initiative seeks similar commitments from utilities and regulators, whose rate‑setting decisions ultimately affect consumers. Guest lists are still being finalised and the pledge remains non‑binding. Administrators argue that expanding AI capacity is essential for the United States to stay competitive in the global AI race, but they want to avoid political backlash over rising electricity costs. Lawmakers are also considering legislation to shift data‑center energy costs back onto the companies that create the demand, underscoring the policy focus on protecting ratepayers.
