US and China negotiate AI cooperation mechanism

The United States and China are negotiating a cooperation mechanism regarding artificial intelligence, which may be announced during a meeting between Presidents Donald Trump and Xi Jinping in November. Technical teams from both nations are maintaining regular contact to define an incident management mechanism and institutionalize bilateral dialogue in the field. The goal is to present concrete results during the Asia-Pacific Economic Cooperation (APEC) summit in Shenzhen.

These negotiations follow a September state visit by the Chinese President to the United States, where both leaders agreed to exchange views on the risks and benefits of AI and establish a communication channel for crisis situations. While current initiatives remain political commitments without defined operational mechanisms, officials aim to establish a basic framework for responding to AI-related crises by the Shenzhen summit.

In Europe, there is growing pressure for the European Council to establish a permanent mechanism for AI policy. Leaders and industry experts suggest that Europe needs a dedicated space to address technological innovation, investment, and the existential questions posed by rapid AI development, similar to public-private cooperation models seen in the United States.
