Western Balkans face shifting US-EU influence and policy divergence
The Western Balkans are facing a shift in geopolitical dynamics as the long-standing consensus between the United States and the European Union appears to be fracturing. While both entities have historically collaborated to support the region's integration into Euro-Atlantic structures, they are increasingly pursuing divergent approaches to security, economic interests, and political influence.
In Bosnia and Herzegovina, tensions are rising over the role of the High Representative. The US administration is reportedly seeking to limit the official's competencies, whereas the EU maintains that the role is vital for political stability. Additionally, the US State Department has signaled that the era of US-led nation-building in the region has concluded.
Regarding the Kosovo-Serbia dialogue, EU Special Envoy Peter Sorensen emphasized that while the US remains a crucial partner, the responsibility for implementing agreements lies with Belgrade and Pristina. He reaffirmed that the creation of the Association of Serb Municipalities remains a binding obligation for Kosovo, regardless of domestic political shifts.
Meanwhile, new proposals have emerged for the region's future, including a suggestion by former UK MP Nik Boules for the Western Balkans to join a European Confederation, which would create a broader free-trade zone including the EU, UK, and Norway, underpinned by NATO-style security commitments.
