US and Paraguay Sign Civil Nuclear Cooperation Agreement

U.S. Secretary of State Marco Rubio and Paraguayan Foreign Minister Rubén Ramírez signed a Section 123 civil nuclear cooperation agreement in Washington. The pact allows the transfer of civilian nuclear technology for energy and scientific purposes under International Atomic Energy Agency safeguards, and gives the United States monitoring rights over the use of nuclear material. Both officials said the deal deepens the growing partnership between the United States and Paraguay, highlighting cooperation on security, trade and shared democratic values. The agreement follows a broader trend of increased U.S. engagement with Latin America under the Trump administration and Paraguay’s conservative government.

The United States has signed similar Section 123 accords with more than 25 countries since 1954, including regional partners such as Argentina, Mexico and Brazil.
