U.S. biotech firms and research community push back on federal grant reforms

The Biotechnology Innovation Organization (BIO) has criticized a proposed Office of Management and Budget rule that would give agencies broader authority to suspend or cancel federal research grants, prioritize agency discretion over peer review, and limit foreign collaborations. BIO argues that "Federal funding plays a critical role in enabling innovation across the biomedical research ecosystem" and that the rule would create uncertainty, hinder international partnerships, and slow the development of new medicines.

At the same time, the National Science Foundation’s X‑Labs initiative, backed by up to $1.5 billion in funding, is being promoted as a scalable model for team‑oriented, goal‑driven research. Advocates say the program has already generated breakthroughs in drug‑target mapping, ocean alkalinity research, and proteomics cost reduction, but some scholars and policymakers raise concerns about accountability, resource diversion from traditional academic grants, and political control of funding decisions.
