US and Canada negotiate to avert 50% tariff deadline
US and Canadian negotiators are engaged in intense, last-minute discussions to avert a new round of American tariffs scheduled to take effect on Wednesday, August 19. The proposed tariffs, authorized under Section 338 of the Tariff Act of 1930, could reach 50 percent on approximately $20 billion worth of Canadian imports, including wine, furniture, dairy, cement, clothing, and various outdoor equipment.
A primary point of contention involves the automotive sector. While officials are discussing a potential reduction of the current 25 percent tariff on Canadian vehicle imports to between 12.5 and 15 percent, significant disagreements remain regarding how to calculate North American content for tariff deductions. Washington seeks rules favoring American-made components, whereas Ottawa advocates for a broader calculation including parts from Mexico.
Other critical sticking points include Canada’s dairy supply management system and provincial restrictions on the sale of American alcohol. Canadian Prime Minister Mark Carney and Trade Minister Dominic LeBlanc are working to reach a deal before the deadline, though negotiations remain delicate. Canada has also sought relief for its steel, aluminum, and softwood lumber industries, which face significant tariff pressures.
