U.S. community banks see expanded eligibility for streamlined capital rules

Regulatory frameworks for community banks are undergoing significant structural adjustments as the Federal Deposit Insurance Corporation, the Federal Reserve, and the Office of the Comptroller of the Currency implement changes to capital rules.

Recent policy overhauls regarding the community bank leverage ratio (CBLR) have expanded eligibility criteria, leaving only 60 institutions in the United States outside of the simplified leverage-only framework. The CBLR framework allows qualifying entities to bypass complex risk-weighted asset calculations by using a single, streamlined equity-to-asset threshold. This reduction in regulatory friction is expected to increase balance sheet flexibility and operational breathing room for smaller lenders.
