Mike Johnson’s House Paralysis Over SAVE Act Leads to Early Recess

A coalition of hard‑line Republican House members, led by Rep. Anna Paulina Luna, blocked a procedural vote required to begin debate on the National Defense Authorization Act (NDAA) on June 30, 2026. Their objection was that the defense bill did not include the SAVE America Act, a Trump‑backed measure that would require photo ID and proof of citizenship for federal elections. Luna warned, “I will vote for the rule if you allow my amendment for voter ID, plus proof of citizenship, to be placed into the text of the NDAA.”

Speaker Mike Johnson attempted to placate the rebels by offering to attach the SAVE Act to the NDAA after its passage, and later explored adding portions of the voting reform to a separate budget‑reconciliation bill. Johnson also met with President Donald Trump, who urged Republicans not to shut down the House floor. The internal rebellion forced GOP leaders to cancel scheduled votes, including the defense bill and other appropriations, and to send members home early for the July 4 recess.

At the same time, Trump postponed signing the bipartisan 21st Century ROAD to Housing Act, saying the SAVE America Act is his priority. The housing bill will become law automatically if the president does not veto it within ten days, but Trump’s delay adds further pressure on congressional leaders. The stalemate underscores the narrow Republican majority in the House and the challenges of advancing both defense funding and election‑law reforms ahead of the November midterm elections.
