US Congress faces historic low productivity ahead of elections

The United States Congress has entered an electoral recess ahead of the November 3 elections, trending toward becoming the least productive legislative body in over half a century. Data indicates that the 119th Congress has approved approximately 119 to 120 laws, representing less than 1% of the nearly 19,000 bills and resolutions introduced during this period.

This output is significantly lower than the previous Congress (2023–2024), which passed 274 laws. While Republicans argue that major policy changes were incorporated into large legislative packages, the current pace suggests a historic low in productivity.

Several critical issues remain unresolved as lawmakers return to Washington on November 9. Key pending matters include 12 annual budget laws with funding deadlines approaching on December 11, national defense authorizations, and an extension of oversight powers. Additionally, an impeachment process against Defense Secretary Pete Hegseth, introduced by Representative Thomas Massie, remains outstanding.
