US Congress moves Protect College Sports Act, impacting NCAA and HBCUs

The Protect College Sports Act, a federal bill aimed at reshaping college athletics, is slated for a vote on the Senate floor. The legislation includes a new five‑year eligibility rule for student‑athletes and provisions that could affect revenue sharing and name‑image‑likeness (NIL) arrangements.

A key component, Title III—dubbed the Ignite HBCUs Sports and Media Act—would establish a competitive grant program for Historically Black Colleges and Universities. If funded, the grants would help HBCUs modernize broadband infrastructure, upgrade television and streaming production facilities, and improve digital media equipment used to broadcast intercollegiate events. The proposal seeks to boost the visibility of HBCU athletics and create new revenue opportunities, though questions remain about eligibility for all HBCU institutions.
