U.S. Congress moves to offset rural hospital funding cuts

Members of the U.S. Congress from both parties are introducing legislation to mitigate the impact of upcoming healthcare funding cuts. The ‘One Big Beautiful Bill Act’, passed in July 2025, includes provisions that will result in approximately $1.3 trillion in cuts to Medicaid, the Affordable Care Act marketplaces, and the Supplemental Nutrition Assistance Program (SNAP).

While the bill established a $50 billion Rural Health Transformation Program over ten years, officials note these funds are designated for innovation rather than offsetting direct service cuts. Consequently, many rural hospitals face service reductions or closures. Proposed legislative remedies include interest-free loans for equipment upgrades and addressing Medicare and Medicaid reimbursement issues.

Representative Jill Tokuda (D-Hawaii) has highlighted concerns regarding new work requirements, noting that administrative burdens could cause eligible individuals to lose coverage. In rural areas, hospitals often absorb the costs of treating uninsured patients, which threatens their financial stability. Additionally, the expiration of pandemic-era subsidies has contributed to rising insurance premiums for many Americans.
