U.S. Congress passes continuing resolution to avert shutdown
The United States Congress has passed a continuing resolution (H.R. 6500) to avert a government shutdown. The measure passed the House with a 370-48 vote and the Senate with a 90-6 vote, extending government funding at current levels through December 11.
This resolution also delays an Office of Management and Budget (OMB) proposed rule that would overhaul the federal grantmaking system until the same December deadline. This delay provides nonprofits additional time to engage with policymakers regarding the rule, which had received nearly 500,000 public comments in opposition.
While the resolution provides temporary relief, the Senate has yet to act on any full-year appropriations bills for Fiscal Year 2027. Although several bills have cleared committees and three have passed the House, a final funding agreement will likely require bipartisan negotiations during the post-election lame-duck period.
