US Congress pushes FY27 maritime reforms amid looming shutdown risk

The House narrowly passed the FY27 National Defense Authorization Act, embedding the broadest overhaul of U.S. maritime law in a generation. Amendments create a new maritime security advisor in the Executive Office, a $20 billion Maritime Security Trust Fund, and a mandatory U.S.-flag participation rule for commercial cargo vessels. They also raise the cargo‑preference requirement to 100 percent and tighten liability limits for foreign ship owners.

At the same time, Congress remains deadlocked over FY27 appropriations. With the August recess approaching, both chambers have failed to pass a full funding bill, raising the prospect of a government shutdown on Oct. 1 if no agreement is reached. House Republicans are advancing a continuity resolution to extend funding to Dec. 4, while Senate leaders have yet to endorse the measure. The impasse centers on defense spending, health‑savings accounts, affordable‑housing credits, and voter‑ID legislation.
