U.S. Senate Moves Toward Vote on Crypto CLARITY Act

A coalition of more than 200 cryptocurrency firms has urged Senate leaders to schedule a full vote on the Digital Asset Market CLARITY Act, arguing it would create a clear federal framework for digital assets and reassign regulatory authority between the SEC and CFTC.

Industry advisers anticipate a symbolic July 4 deadline for the bill, but analysts warn the timeline is unlikely to be met. Obstacles include an unresolved bipartisan ethics provision, divergent House and Senate versions of the bill, and the need for 60‑vote cloture support in the Senate. These hurdles have pushed expectations for passage from early July to an August congressional recess.

Crypto leaders, including the Solana Institute and a broad group of founders, CEOs, and investors, have pushed to preserve the Blockchain Regulatory Certainty Act (BRCA) provisions that shield non‑custodial developers, node operators, and validators from being classified as money transmitters. A forthcoming summit in Chicago will bring lawmakers, regulators, investors and industry executives together to discuss the bill’s final shape.

If enacted, the CLARITY Act could reshape U.S. crypto market structure, provide regulatory certainty for exchanges and token issuers, and influence the United States’ competitiveness in blockchain innovation.
