U.S. Department of Energy releases 4 million barrels of SPR oil to offset hurricane disruptions

The U.S. Department of Energy has authorized an emergency exchange of 4 million barrels of crude oil from the Strategic Petroleum Reserve (SPR) to mitigate supply disruptions caused by Hurricane Isaias in the Gulf. ExxonMobil and BP America will each receive up to 2 million barrels, with a requirement to repay the reserve in 2027.

Hurricane Isaias caused the shutdown of approximately 72% of Gulf crude oil production, impacting a region that accounts for 14% to 15% of total U.S. oil output. Energy Secretary Chris Wright stated the move aims to maintain refinery operations, minimize fuel supply disruptions, and protect consumers and businesses from price increases.

The exchange specifically impacts Louisiana’s energy sector, including ExxonMobil’s Baton Rouge refinery, which is the fourth largest in the nation. BP is expected to exchange its allocation with other Gulf Coast producers to facilitate oil delivery closer to its refineries in the Midwest and Pacific Northwest.

This emergency release occurs while the SPR faces historically low inventory levels. Following recent allocations, the reserve is expected to drop to approximately 243 million barrels, which is below the statutory minimum of 252.4 million barrels.
