U.S. Department of State issues highest travel warning for Libya

The U.S. Department of State has updated its travel advisory for Libya, maintaining the highest Level 4 — Do Not Travel designation. The department advises Americans not to visit the country ‘for any reason’ due to pervasive risks including crime, terrorism, political instability, kidnapping, and landmines.

Authorities warned that clashes between competing armed groups and government-aligned forces can occur at any time, noting that weapons are widely distributed among various factions and criminal organizations. Targeted kidnappings and assassinations are reported as common, with wealthy or foreign nationals often being the targets.

Because there is currently no U.S. Embassy in Libya, the government cannot provide emergency services to citizens within the country; consular services are instead managed through the U.S. Embassy in Tunisia. The State Department advised those who must travel to prepare a will and end-of-life instructions, establish independent evacuation plans, and consider hiring private security.
