US designates Brazil's PCC and Comando Vermelho as terrorist groups

The U.S. Department of State announced that Brazil's Primeiro Comando da Capital (PCC) and Comando Vermelho (CV) have been designated as Specially Designated Global Terrorists (SDGT) and are slated to be listed as Foreign Terrorist Organizations (FTO) as of June 5 2026. The designation triggers immediate asset blocking under the International Emergency Economic Powers Act, bans transactions with U.S. persons, and opens the possibility of secondary sanctions on foreign firms, including Brazilian companies that engage with the groups.

Experts say the move reflects the international reach of the factions. Professor Gerson Faustino Rosa noted, “The activity of these groups goes beyond Brazil’s borders. Today we are talking about organizations that have international branches, sophisticated financial structures and involvement in crimes affecting multiple countries.” In Brazil’s border state of Paraná, a key transit point for drug, arms and contraband flows, the designation could facilitate tighter financial monitoring, intelligence sharing and cooperation with U.S. authorities, tightening pressure on the criminal networks that operate across the Triple Frontier of Brazil, Paraguay and Argentina.
