U.S. DOT launches initiative to lease transit corridors for utilities

The U.S. Department of Transportation has launched a voluntary initiative called ‘America’s Great Corridors of Commerce’ (AGCC). The program allows state transportation departments and railroads to lease existing rights-of-way to private-sector ‘corridor managers’ for the installation of utilities, including power lines, fiber-optic networks, and pipelines.

By utilizing existing transportation corridors, the department aims to accelerate infrastructure development, reduce the need for new land acquisition, and lower costs. The initiative also seeks to leverage existing environmental review exemptions to speed up permitting. The program is designed to address rising demand for electricity and high-speed communications driven by data centers and manufacturing.

Revenue generated from these utility leases will be directed toward the maintenance and improvement of roads, bridges, tunnels, and rail infrastructure. The department stated the model relies on public-private partnerships and does not require additional taxpayer funding.
