Germany blocks Cosco acquisition of Hamburg logistics firm Zippel
The German government has blocked the sale of an 80 percent stake in Zippel, a Hamburg-based logistics company, to the Chinese state-owned shipping group Cosco. The decision, made by the cabinet, was based on the Foreign Trade and Payments Act.
Authorities cited security concerns, stating that the acquisition could deepen dependencies and jeopardize the resilience of supply chains within Germany and the European Union. While the Federal Cartel Office had previously approved the deal from a competition law perspective in February, the Federal Office for the Protection of the Constitution raised security objections in late April.
Zippel, which employs approximately 350 people, operates via rail, ship, and truck, primarily serving the ports of Hamburg and Bremerhaven. Cosco already maintains a 24.99 percent stake in the Hamburg container terminal Tollerort.
