US Embassy criticizes Zacapa mayor over luxury party and alleged drug ties

The United States Embassy in Guatemala has issued a sharp rebuke of Xiomara Ovalle, the mayor of Zacapa, following a lavish quinceañera celebration for her daughter. The embassy characterized the event as a “luxury narco-quinceañera” valued in the millions, questioning the source of the funds used for the festivities.

The celebration, held on October 24 in Chiquimula, featured high-end luxury items including designer dresses, horse-drawn carriages, imported floral arrangements, and professional musical performances. Estimates suggest the cost ranged between $2.5 million and $3.8 million, a figure that stands in stark contrast to the mayor’s monthly salary of approximately $6,500.

The diplomatic mission highlighted the criminal backgrounds of the mayor’s family members. Her husband, Sergio Fernando Cifuentes Sagastume, is a former Zacapa councilman who was convicted in the United States for drug trafficking offenses. Additionally, the embassy noted that the mayor’s brother-in-law, Haroldo Waldemar Lorenzana Terraza, is wanted by U.S. authorities for drug trafficking, with a reward of up to $5 million offered for information leading to his arrest.

Through its statement, the U.S. Embassy called for “zero tolerance” regarding the infiltration of drug trafficking into Guatemalan politics, particularly at the municipal level, and urged vigilance ahead of the 2027 elections.
