U.S. Federal Reclassification of Medical Marijuana Impacts North Carolina

The U.S. Department of Justice reclassified medical marijuana from Schedule I to Schedule III, officially recognizing its accepted medical use. The change allows medical cannabis businesses to claim federal tax benefits and opens new possibilities for university research programs. Recreational marijuana, however, remains a Schedule I substance, and the federal stance on it has not changed.

State officials in North Carolina say they will await further federal guidance before altering existing regulations. While the reclassification creates opportunities, it also leaves the state navigating a fragmented policy environment, with questions remaining around banking, workplace testing, youth access, equity and licensing. The DEA plans a hearing at the end of June on broader de‑scheduling, but minimal immediate impact on states with existing programs is expected.

Industry observers note potential benefits for tax treatment and financial planning for medical‑cannabis operators, but also warn that businesses operating in both medical and adult‑use markets may face new compliance complexities. Researchers anticipate that the Schedule III status could ease federal restrictions on cannabis studies, though concrete guidance is still pending.
