U.S. House Committee urges new laws to protect research from China

The U.S. House Select Committee on the CCP has released a report titled ‘How to Stop China’s Theft of America’s Taxpayer-Funded Research,’ urging Congress to strengthen security measures to protect American scientific achievements.

Committee Chairman John Moolenaar is calling for the passage of the Securing Innovation and Research from Adversaries (SIRA) Act. This legislation aims to establish uniform federal standards to prevent taxpayer funds from supporting research collaborations with entities identified as national security risks by the U.S. government. The proposed act would apply to universities, national laboratories, and private institutions, covering activities such as joint research, data sharing, and personnel exchanges.

Alongside the report, the committee released over 700 pages of previously undisclosed non-classified investigative records from the National Science Foundation Office of Inspector General. These documents detail cases involving undisclosed foreign affiliations, compensation from Chinese institutions, participation in foreign talent recruitment programs, and failures to disclose necessary information to federal funding agencies. The committee noted that many of these violations involved long-term concealment rather than simple administrative errors.
