US House Intelligence Committee warns of AI ‘Black Swan’ risks
The US House Permanent Select Committee on Intelligence has issued a report warning of ‘Black Swan’ risks posed by artificial intelligence. The committee cautions that a failure of imagination regarding emerging technologies could lead to a strategic surprise similar to the 9/11 attacks.
The report highlights that frontier large language models could lower the barrier for malicious actors, including terrorists and other adversaries, to acquire knowledge for developing weapons or planning more destructive attacks. These actors may use AI to conduct sophisticated cyber operations, produce propaganda, or gather information with minimal training.
To mitigate these threats, the committee makes 20 new recommendations. These include implementing a biometric entry-and-exit system for passport control, creating interoperable information-sharing systems across the US intelligence community, and increasing coordination between federal, state, and local authorities. The committee also urges US intelligence agencies to accelerate their preparation by investing in AI for intelligence collection, analysis, and warning systems, while ensuring responsible deployment through strict testing, human oversight, and privacy protections.
